Last Sunday, I reached Shirwal late. I could either visit Vastushodh Projects' UrbanGram Shirwal or Phoenix Ribereno near Shirke Paper Mill. I decide to visit Phoenix Ribereno. Mainly because, I was told that the builder is local.

Local? How can a local builder name his project 'Phoenix Ribereno'? I asked.

But his previous projects were Kedareshwar Residency - Kedareshwar Classic - Kedareshwar Tarangan - You know? - Kedareshwar is 'Gram Daivat' of Shirwal. This time, Phoenix Ribereno - may be - because - it's big - a township of more than 600 flats - 1 BHK & 2 BHK - I was told.

A township at a convenient location - walking distance from Shirwal S T Stand - 600 units means prime township - 4th project of the builder means - he can throw light on actual state of industrial development & property market of Shirwal - I though & decided to visit Phoenix Ribereno.

Real Estate Investment Opportunity - A Con Game:


Yes, I wanted some authentic info about Shirwal. I am not a real estate investor. You can't take me for a ride. I know this con game. A swindle in which a builder persuades a person to buy worthless property. Talks about 'big development plans' to ripoff middle class investors.

I know about:
International Airport at Chakan.
International Airport at Navi Mumbai.
International Convention Center at Moshi in Pimpri Chinchwad Municipal Corporation.
Pune Metropolitan Region Development Authority (PMRDA).
Pune Ring Road.

I find it difficult to believe in the industrial growth around Shirwal because I read tragic news about industries around Pune. About Block Closure at Tata Motors. Mahindra & Mahindra to Halt Production. Strike at Bajaj Auto Chakan. Bharat Forge's Khed City SEZ.

Not only me, but the entire world knows about India's economic crisis. I completely agree with eminent economist Jayati Ghosh's statement - "It is a crisis. This is the big one. But it has been building up for a while due to many reasons: the growing current account deficit, the industrial slowdown, the lack of infrastructure development, the negative investment in the economy." In this situation, how can I believe in the development of Shirwal?

Because of this economic crisis, who is going to get affected most? Certainly, middle class. Rising home loan interest rates is just a ripple effect.

Or are there so many Punekar middle class real estate investors who are in the state of Mental Exit? They physically work & reside in Pune - but mentally they have left Pune - completely disconnected from Pune around them - they have shut Pune off - just forgotten about the reality. And they live in their own cocoon - in which only Pune builders can enter!

Are these Pune real estate investors aware that they are living in 2013 and not in 1991? The 2 myths created in 1991 - 1) The Great Indian Middle Class & 2) The Great Indian Growth Story - are busted - broken down to pieces - shattered - long ago!

Shirwal - Industrialization without Urban, Social, & Civic Infrastructure:




I had seen the RCC of Phoenix Ribereno Shirwal from the S T Bus, but not the site office. The first look at it told me that this builder must be professional. Yes. He was. His name was Mr. Rutuparna Pednekar, B E (Civil). He is one of the partners of Phoenix Realtors (www.phoenixrealtors.co.in), developers of Phoenix Ribereno.

Mr. Rutuparna invited me in his cabin. I was with him for nearly 160 minutes. When I left him, I had started feeling positive about the growth of Shirwal. But I was not convinced that Shirwal would be a good place to work & stay.

Mainly, because, though the MIDCs were planned, the Regional Plan (R P) was not. Very recently, the state government had started the process. It only means that the government is least bothered about the citizens.

It's not only least bothered about civic development, it has already started exploiting the citizens. In the last three years, the state government has increased the ready reckoner rates from 1350 to 2350 per sq ft and had increased the stamp duty from 2 to 5 per cent.

On one hand, the state government gives facilities to the industries - but when it comes to citizens - it charges more - without giving anything.

And the builders talk about the facilities provided for the industries - as if these all are civic development - which will make your life comfortable. I am sure, these Pune builders assume that investors do not know how IT engineers, as well as, IT companies in Hinjewadi are suffering because of lack of proper roads connecting PCMC, PMC & other fringe villages with Rajiv Gandhi Infotech Park.

Point is, how can you earn appreciation if there is no development plan? Investment is like a sapling. A sapling needs an orchard. An orchard with a gardener to care and protect the sapling. If all went well, your sapling may give good yield - an appreciation.

Junk Food vs Healthy Food:

Yes, of course, the sapling must be of good quality. For example, now a days, most of the builders focus on USP - unique selling propositions - of the project. So they talk more about the amenities and specifications. But give less importance to planning & infrastructural services in the project. Instead of focusing on comfort & quality of living, they try to make the project more attractive. So most of the flats are like junk food - more tempting but less nutritious.

At Phoenix Ribereno, Mr. Rutuparna told me that you will get all those amenities available in Pune. Result is you will be happy to shift in Shirwal. Otherwise, Rutuparna said, all managers & executives - for whom Phoenix Ribereno is planned - prefer to waste 2 hours in a bus - commuting between Pune & Shirwal.

Only property price - 1 BHK Flat for 18 - 20 Lakhs & 2 BHK for 27 - 29 - is not enough. These officers demand quality of life. That's why Rutuparna has given lot of importance to infrastructural services - water filtration plant - sewage treatment plant in Phoenix Ribereno. You can't expect much from a Gram Panchayat, Rutuparna said, you have to contribute to it.

Yes, companies have not only taken land but have started establishing industries. A few industries are already operational. At this point of time no project in Shirwal can get enough booking from the local industries. You have to target the industries which will be shifting in the next couple of years.

However, the volume is small - bookings are slow but steady. That's why Phoenix Ribereno, though it is located at prime location, will need nearly 4 years to book & deliver 600 flats.

Shirwal is good - slow & steady market - which Pune builders understand but - can not afford to accept - mainly for the commercial reasons. So they over exaggerate the growth of Shirwal - they over promise - and over price the property. The result is those who accept - start over expecting - and get disappointed and cancel the booking or avoid paying installments.

I was almost happy to find Mr. Rutuparna Pednekar - a balanced realistic builder & Phoenix Ribereno -the perfect investment grade property in Shirwal. But, when we visited the sample flat, I realized that there is no dining!

I asked Mr. Rutuparna Pednekar. He said, "Dedicated dining space - with living or with kitchen - means extra space - more saleable area - means more property price - so I have left it to the buyer - let them decide whether they would like to eat in the living - watching cable TV - or put a folding table in the kitchen!"

Oh! Really!! By this logic, one simple room is more than enough. We can use it as a kitchen, dining, living & bedroom. Isn't it? Why do we go for a 1 BHK / 2 BHK or a 3 BHK Flat? We all are stupid. Isn't it? What say you? Share your views in the comments, please.

When You Hitch Your Wagon to Someone Else’s Star

I visited Shirwal on the eve of Boomipujan of Vastushodh Projects' UrbanGram, mainly because, I wanted to visit Star City (www.star-city.in).

I haven't visited it in the last 3 years. However, I still remember the hype Star City Shirwal had created when it was launched in June 2010. It had received huge response from Pune real estate investors. Mainly from those who had missed the real estate boom of 2003 - 2007, created by IT companies at Hinjewadi & Kharadi.

Like IT professionals these investors were not young & highly paid. These were middle class - middle aged - salaried persons - working in local industries - who had little extra income plus some home loan eligibility. However, all of them wanted to own a second home - like those young IT engineers. In fact, owning a second home was the only remedy for them - to overcome midlife crises - to overcome their inferiority complex.

Besides, these middle class Punekars, those from Satara - Karad - Kolhapur on Pune Bangalore Highway also invested in Star City Shirwal and claimed their slice of prosperous Pune real estate market.

The huge response of these predominantly Maharashtrian middle class investors proved that greed is easy to sell. You don't need to be a reputed builder. You don't need any track record. You don't need a good property - planning - floor plan & layout plan. What all you need is a marketing skill. Just rope in a celebrity to sell the dream of earning huge appreciation - that's all.

The huge response to Star City Shirwal proved that every prosperity addict real estate investor believes that a builder's main business is to make them rich. So, all of these investors confidently hitched their wagon to Star City Shirwal.

I was visiting Star City Shirwal to see - in 3 years time - how their investment has grown, prospered & appreciated.

"Has anybody taken possession & living in?," I asked security at the entrance gate of Star City Shirwal.

"Not yet. Construction going on," the security guard said.

"Is anybody in the sales office?," I asked.

"Yes," he said and told me where it is.

The sales office was in one of the incomplete buildings. Obviously, before visiting the office, I visited a few flats. Most of them were open, dirty, incomplete & unfinished. In fact, those were not flats - those were bunch of rooms. Then I did what I was waiting to do for the last 3 years - I walked the longest passage connecting 8 flats on the floor. And visited the sales office. Yes, I really did.

The sales person told me that the current property rate of Star City Shirwal is Rs. 2,700 per sq.ft. Saleable areas of the 2 BHK Flats are 909, 935, 971 and their all inclusive prices are Rs. 26.65, 27.40, 28.43 Lakhs + 1.5 Lakhs for Parking. Whereas the 1 BHK Flats come in 590 / 600 / 603 / 652 saleable areas and cost Rs. 17.52 - 17.81 - 17.89 - 19.30 Lakhs. He started telling me about property prices and availability of 3 BHK Flats, but I requested him not to bother and wished him good night.

Besides the gate on Pune Bangalore Highway, Star City Shirwal has one more gate on the back side - on Naigaon Road. I decided to use that road. It was Sunday. No one was at the site. Of course, looking at the incomplete buildings - who knows - even on the weekdays the picture may not be different, I thought.

Suddenly, I saw a middle aged couple discussing something with a guy who was looking like a construction worker. I went to them. Looking at me, the lady asked, "Have you also invested or what?"

"No. You?," I asked.

"Yes. One flat. One shop," said the middle aged lady.

"I didn't dare to book at the launch. I didn't have vision - like you. You know what? Now, the rate is 2700!," I said.

"We booked at 1600!," said the middle aged lady and introduced me to her husband. Both of them were looking like 40 - 45 year old babies.

I was about to ask them whether they would like to have a lolly-pop, but I asked,"Where are your investment properties? Can I see them?"

"That's what we are searching - we haven't been here before - today is our first time - this man doesn't know anything," said the 45 year old baby boy.

"Don't get upset - even if you couldn't find - it will keep on appreciating," I said and took out my handkerchief and wiped his tears.

Real Estate Advertising & Marketing - A Con Game:


Shanti Construction (www.shanticon.com), a builder from Pune, performed Boomipujan of Shanti Savera Shirwal on Sunday, 18th August 2013. A day before the Bhoomipujan of UrbanGram Shirwal, by another builder from Pune, Vastushodh Projects.

I came to know about Shanti Savera, because of their hoarding at Shirwal S T Stand. The inexpensive & simple hoarding of Shanti Savera created good impression about the project in my mind.

Yes. Since, I have worked in Pune real estate advertising for many many years, I know that sleazy glamours advertising of a housing project is basically a con game. A swindle in which a builder persuades a person to buy worthless property.

Affordable Property Price - For Whom?:


Property prices - A 1 BHK Flat for Rs. 14.51 Lakhs - was the second interesting point about Shanti Savera. No! No!! Their claim - an affordable home for a common man & the property price Rs. 14.51 for a 1 BHK Flat, I felt, was a big contradiction.

How can a common man - a worker in Shirwal MIDC, Kesurdi MIDC, Lonand Phaltan MIDC - who's monthly salary is around 12 to 15 thousand rupees - afford to buy 14.51 Lakh Rupees 1 BHK Flat? And the one who can pay Rs. 14.51 lakh for a 1 BHK Flat is, certainly, not a common-man in the industrial economy of Shirwal!

The industries are coming to MIDCs around Shirwal because they are getting good facilities and large plots of land at cheaper rates. The industries are not coming to Shirwal to pay higher salary to the workers. In fact, now a days, majority of industrial workers are contract labors who somehow manage to get minimum wages.

N. A. Order, Sanctions & Approvals in Shirwal:


How can this builder say that 14.51 Lakh rupees home is for the common man? Is the builder of Shanti Savera from Pune? May be! This builder has a website!! Immediately, I visited www.shanticon.com and came across an interesting intro of the builder. It said:

Man Behind Shanti Construction

He started working in this field since 1999-2000 as small developer and gained experience regarding construction at core. With help of his son and few colleagues they launched their very first site Shanti Heights at Ganapati Matha mandir in Warje.

They faced many problems in the beginning as they were new to this industry. The major areas where they faced problems were like sanctioning the project and taking all the necessary permission from the authority and PMC.

As their vision and mission was to be best home-builders in the city so they chose the clear path by taking all the necessary permissions and then begun with the project.

It was a great success for him and seeded a driving passion for next milestones.
Though the name of the builder was not given, I saluted him for not joining the gang of builders in Pune real estate market who specialize in developing unauthorized housing schemes.

Obviously, I thought that when I visit the site office of Shanti Savera - without asking - on his own - the builder will show me N. A. Order, Environmental Clearance, Sanctioned Plans & APF numbers of State Bank of India and of a few private banks.

I was curious about sanctions & approvals because - someone has told me that - for a long time they have stopped giving N. A. Order for a housing project at Shirwal in Khandala Taluka of Satara District.

But you know what? The builder didn't show me anything. And I didn't ask too. Because, though there were a few salesmen wearing ties, they only tried to terrorize me by saying - "The property rates may go up any second - book now" - I could see that basically it was a religious event - Bhoomipujan - not a commercial launch of Shanti Savera Shirwal.

An Enemy of the People:


The salesman wearing tie took me wrong. He thought that I liked the floor plans of 1 BHK & 2 BHK Flats at Shanti Savera Shirwal. Otherwise, why would I keep on looking at the plan for so long? He must have asked himself.

I went on looking at the floor plan because I haven't seen such a plan before. Yes, for sure, the plans were amusing. Good or bad? I don't know. Liked or not? Sorry. I don't know.

I found the plans amusing because, the development rules in Shirwal are very different from our development rules - the development rules in Pune - Pimpri Chinchwad - 10 Km Town Planning Area around it. So, these flats in Shirwal are very different from flats in Pune. How much different? As different as skyline of Shirwal & Chicago. Anyways, since I can't show you the plans, there is no point in talking about planning.

Obviously, how can you say anything about the property rates when you don't have any information about land - construction - infrastructure costs and other fees & expenses? I tried to get the info - but the salesman wearing tie didn't know anything more than what he had memorized. He kept on telling only two things -
1) Property Rates at Shanti Savera are Rs. 2,418 per sq.ft. for a 1 BHK Flat & Rs. 2,689 per sq.ft. for a 2 BHK Flat.
2) At Star City Shirwal - just on the other-side of the road - the property rate is Rs. 2,700 per sq.ft.

"2,700 is their asking rate - if you take out your cheque book -you know - how much they reduce?," I asked.

"How much?," said the salesman wearing tie.

"I know how much! Actually, I am here - because I had came to book at Star City," I said.

"There story is different - they started when the rates were low - today - how can I charge less than the Ready Reckoner rate of Shirwal - Rs. 2,350 per sq.ft.?," said the salesman wearing tie.

"Why not? You can! The Ready Reckoner rate is for the stamp duty!! And tell me honestly - Isn't 2,350 wrong rate? MIDC is doing a lot for industries - but is there any infra for residents? No!," I said.

"True - but I don't have permission to reduce more. Sorry.," said the salesman wearing tie.

What a joke! Every consumer product has M. R. P. - Maximum Retail Price. But for the property - the government announces Minimum Retail Price - you can't sell less than the government price!!

Now, tell me in the comments, who is responsible for unaffordable property rates? Who is number one enemy of the people?

Visit Vaikunth Smashan Bhumi at Shirwal

While visiting UrbanGram Shirwal, I noticed that Azad Cinema, opposite Shirwal S T Stand, was showing Shah Rukh Khan's Chennai Express. Good! It means that you can enjoy latest Bollywood block busters at Shirwal, I said to myself, and visited the movie theater.

"My 150-seat-er cinema is as good as your City Pride Kothrud," said the doorkeeper and told me to follow him.

"House full. Please, stand & enjoy. See the quality of picture & sound system. Only 50 for stalls & 60 for balcony. One & only cinema from Katraj to Khandala!," he said & took my leave.

After enjoying a movie for a few minutes, I was convinced that living in Shirwal would be quite entertaining.

"What else is worth visiting?," I asked.

"Vaikunth Smashan Bhumi," said the doorkeeper of Azad Cinema.

"Smashan Bhumi? I am interested in living - not dying in Shirwal!," I said.

"After visiting it - you will like to die in Shirwal! It's one of the best cremation ground in Maharashtra!," said the doorkeeper of Azad Cinema.

About Living & Dying in Shirwal:


I accepted his recommendation and visited Vaikunth Smashan Bhumi (Cremation Ground) at Shirwal on Pune Bangalore Highway (N H 4), Taluka Khandala, District Satara, 412801.

"Is it open? Can I visit?," I asked someone who was supervising the casting of cement concrete entrance road of Vaikunth Smashan Bhumi Shirwal.

"Yes! Feel free! It's on Facebook too!," said the someone who was supervising the casting of cement concrete entrance road of Vaikunth Smashan Bhumi Shirwal.

"Really!," I said.

"I haven't seen - someone told me - I know only one thing - keep doing - without expecting," said the someone who was supervising the casting of cement concrete entrance road of Vaikunth Smashan Bhumi Shirwal.

"If all road contractors start thinking like you life would be a pleasant journey," I said.

"I am Mr. Pansare - I am developing Vaikunth Smashan Bhumi," said the someone who was supervising the casting of cement concrete entrance road of Vaikunth Smashan Bhumi Shirwal.

"Oh! Sorry!! I thought - you are road contractor!!! Very sorry," I said and asked him, "Why cremation ground?"

"Gram Panchyat is financially weakest local government. It's income is not much - gets less funds - can't borrow. So, we have to help ourselves - that's what we have done here - we formed the trust - collected donations - are still collecting for this 2 crore project. You know? Shirwal has water filtration plant - how? Donations from companies - industries!," Mr. Pansare, trusty of Ravikrishna Charitable Trust Shirval, the developers of Vaikunth Smashan Bhumi at Shirwal, not only told me why & how but gave me the guided tour.

Yesterday, 23rd August 2013, I got down at Shirwal ST Stand. I wanted to go toVastushodh Project's UrbanGram which is around 3 Km away at Chaupala, on Dhangarwadi Phata.

An auto-rickshaw takes 10 rupees for Chaupala. Whereas ST ticket is only 6 rupees. Obviously, I asked for the next ST bus. The controller said, "Who-knows - Friday is Weekly Bazaar. Too much rush!"

Oh! Great!! Weekly Bazaar in Shirwal!!! I must visit!!!!

But I am here for the launch of UrbanGram Shirwal. Not for a picnic. I reminded myself.

As a blogger, it's my job to visit the site on the day of launch. Visiting weekly bazaar would be wrong. I told myself.

Visiting & writing about weekly bazaar in Shirwal would be useless. Because Pune property buyers are interested in the future of Shirwal. Not in the present Shirwal.

But there are many to talk about the future of Shirwal. Mainly those who benefit today from talking about tomorrow. Talking about future industrial development and economic growth of Shirwal pays them today.

And those gamblers - speculators - who fantasize about finding a pot of gold at the end of the rainbow - keep on talking about upcoming air port, international convention center, SEZ, MIDC, Metro, & even a D P Road.

You are not one of them. Remember? You are not Pune real estate salesman anymore. You are not advertising Pune real estate anymore.

Now, Ravi Karandeekar is Pune real estate blogger. You write for home buyers - not for real estate investors.

Now, Ravi Karandeekar should not sell 'dreams'. Ravi Karandeekar should talk about 'reality'. About real Shirwal. About real people in Shirwal. I told myself. Visited weekly bazaar in Shirwal. Took some photos. Made this slide show.
