When i see the bookings happening in a "well-known" builder's project in Baner Balewadi, i remember the first principal i was taught when i joined real estate marketing.

God gives free gift of assured bookings to each builder. So, no builder in Pune has to bother much about quality, property rate and reputation! Every Pune Builder is going to get bookings every time he launches a project!

However, some builders don't seek God's free gifts and work hard to earn the bookings by giving better homes. Latest example is Mr. Shamkant Kotkar of Nandan Buildcon Pvt. Ltd., promoter of Nandan Prospera Baner!

Recently, you know, few property buyers, mainly working in Hinjewadi, decided not to become "A Free Gift of God to Pune Builders" and formed their own housing group InSignia_Pune!

These property buyers said "No" to the property rates, floor plans and amenities Pune Builders were offering. These property buyers appointed a professional builder, Rane Group, to construct 56 flats and 14 townhouses as per plans, specifications, amenities approved by them. Yes, of course, at their property rate of Rs. 2,250 for the flats!

However, many smart, intelligent, educated property buyers working in Hinjewadi believed less in themselves and more in their destiny! Destiny of being "A God's Free Gift to Pune Builder"!! So, InSignia_Pune took some time to get the required booking to start the construction of their first housing project at Sus - Baner, behind Rohan Leher (click for location plan).

But, recently many smart, intelligent, educated property buyers working in Hinjewadi had realized that there is no "pride" in being taken for a ride by builders in Pune.

These property buyers refused to be treated like packages or parcels. "We won't let ourselves be handled by some "express" courier. We are taking our destiny in our own hands!," these property buyers declared and booked their 2 bhk, 3 bhk flats and townhouses in Insignia_Pune housing project.

Result is, yesterday IT professional's housing project needed 11 booking to start the construction of their 2 acre township with swimming pool and club house. Today only 6! I am sure there are more number of smart, intelligent, educated property buyers working in Hinjewadi who believe more in themselves and less in their destiny. Action sought against encroachments on bio-diversity parks' land

Illegal constructions in Anandnagar, Vishrantinagar and Mahadevnagar, areas of Hingane Khurd and Wadgaon:

Seeking action against illegal constructions on lands identified for bio-diversity parks, activists of the Green Pune Movement have urged the Pune Municipal Corporation to step in to curb the illegal constructions.

Talking to reporters former mayor Vandana Chavan and Anita Benninger of GPM said,
"Illegal construction activities are going on in large-scale, despite the draft development plan for the 23 villages merged in PMC limits, proposing BDPs in these areas."
The draft DP for the 23 merged villages has recommended reservation of 1,600 hectares for the BDP. The PMC will have to acquire 978 hectares for the purpose. When the PMC approved the DP in 2005, the estimated cost of land acquisition was around Rs 500 crore, which has now risen to Rs 905 crore.

According to the civic body, Rs 655 crore will be needed to purchase the land, while another Rs 250 crore will be needed to prevent encroachments taking place on the same. The civic body, however, has no plans in place to raise the funds.

Pune Municipal Corporation's Development Control Rules in fringe areas from September

Uniform Development Control rules of the areas within 10 kms from the boundaries of PMC and PCMC:

The state government-approved development control (DC) rules for areas up to 10 kms from the civic limits will be finally implemented in September.

Assistant director, Town Planning would prepare a road network plan, which developers and landowners will have to incorporate in their development proposals.

Principal Secretary T C Benjamin said the notification has been cleared by Chief Minister Ashok Chavan. “Now, haphazard development in fringe areas will end,” he said. He said in fast developing fringe areas like Dhanori and Wadgaonsheri, it was essential to have a uniform code for development.

Town planner Rajendra Pawar said draft notification had already mentioned that fringe areas would have better road network, FSI as according to Pune Municipal Corporation (PMC) rules and there would be uniform development.

Since the launch ad was very attractive, while writing that blog, i thought that i should give some idea about the required budget for a 3 bhk flat in Nandan Prospera.

However, when i visited the site, understood the concept, had a look at all 4 sample flats, and found out about the future plans of Nandan Buildcon Pvt. Ltd., i realized that it's worth to visit Nandan Prospera even if you are not interested in a 3 bhk flat for 60 -70 lakhs. Did you visit Nandan Prospera Baner?

Saturday went on in complete excitement!

Before i could go and get "Sakal", early in the morning, i started receiving calls, asking me in excited tones, "Did you see Nandan Prospera's ad?"

What was so exciting about it? I started wondering. The launch of Nandan Prospera was an expected event. Many callers were aware about it. On weekdays, campaign of teaser ads was going on in Sakal, mentioning weekend launch. Sure i was curious, but i was not expecting so much excitement at all. However, i started enjoying it because I was experiencing this type of excitement after a long time!

Amused, i called Rugwed Deshpande of Setu Advertising to find out what exactly he has done with Nandan Prospera. In that long conversation Rugwed told me about 4 color supplement coming with Sakal on the next day, Sunday. However, i went to newspaper stall at the corner, purchased Sakal, had a look at Nandan Prospera's full page English ad in Marathi newspaper and got infected with the excitement and almost forgot about the supplement in Sunday Sakal.

Nandan Prospera's supplement published in Sunday Sakal was a big kick. It may be a kick in the axx for the xxx builder in Balewadi but for me it was a big dose of positive sentiments.

I am completely convinced that Nandan Propspera's launch is going to become a turning point in Pune real estate market. It is going to change the sentiments of the property buyers. And more importantly going to encourage the builders to give up the negative sentiments. Stop taking shortcuts of launching compact flats, without any sanctions, approvals and works, just to collect the booking amounts for solving your cash crunch.

Ultimately, this sentimental change is going to prove good for the property buyers. Confident about bookings, i am sure, builders will launch new projects of normal size flats at reasonable property rates, which have almost vanished from Pune real estate market.

"Ravi, what was so great about Nandan Prospera's supplement?," you must be wondering. Sure, i would like to talk about it in detail but at this point of time, i will tell you in short that Nandan Prospera's 4 page color supplement in Sunday Sakal gave a loud and clear message to builders in Pune:

1) Recovering from recession in Pune Real Estate market depends upon builders' assertive efforts to launch new projects and not on publishing paid news about recovering economy in the media or stimulus package from the government.

2) You have to take extra efforts to plan, price and promote your project.

3) Property buyers demand performance, so concept on paper is not enough, only construction at site will help you to sell your project.

This weekend, if you had visited Nandan Prospera Baner, like i did, you must have seen "live demonstration of how property buyers respond" if the builder puts into practice the above message while launching his project. National Institute of Construction Management and Research sets up Construction ERP lab at its Pune campus

The National Institute of Construction Management and Research (NICMAR), the premier research institution in construction management in India, currently has more than 8,000 students across its four premises in India while it runs two development centres in the gulf region.

It runs post-graduate management programmes, under-graduate programme and also distance learning programmes for executives in the architecture, construction and engineering (ACE) vertical.

Software giants Microsoft and Aurigo Software Technologies have jointly provided its international standards software to NICMAR to set up this laboratory, which the institute claims to be the first in the country. Microsoft has agreed to deploy free licenses of its own Dynamics AX ERP software to the lab while Aurigo will implement Brix2009 ERP tool.

Proposed international airport at Chakan in Pune remains a non-starter

Almost six months after the state cabinet gave its nod to the Rs 200-crore seed money for the proposed international airport near Chakan, the agency implementing the project the Maharashtra Airport Development Company (MADC) has yet to receive the money



The seed money is critical for the appointment of a project consultant and acquisition of the project land that is spread over 3,300 hectares covering seven villages near Chakan.

Speaking to TOI on Tuesday, MADC general manager (airports) Ramesh Yaul said, "The land acquisition process will begin only when we get the seed money from the government. This has not happened so far."

The MADC a special purpose vehicle (SPV) initially raised for the multi-modal hub for international cargo and airport at Nagpur (Mihan) came in the picture in May last year when the government decided to transfer the airport project from its infrastructure development agency, the Maharashtra Industrial Development Corporation (MIDC), to MADC.

The MIDC had till then notified 2,565 hectares of land near Chakan and shortlisted two agencies for the techno-economic feasibility study and topographic survey and investigation, to facilitate the appointment of a project consultant. Based on MIDC's proposal, Pune's district collector had also started the process for acquiring land in the seven villages Chandus, Shiroli, Waki-Budruk, Koregaon-Budruk, Kiwale, Pimpri Thakur and Wadgaon.

Following the handover to the MADC, the entire cycle had to begin afresh, starting with the appointment of a consultant to fresh notification of land (since revised to 3,300 hectares as per MADC's preliminary report filed in July last year) and eventual implementation.

The project will also have to secure fresh clearances from the Union ministries of civil aviation, defence, environment and forest besides the director general of civil aviation. "Unless we appoint a consultant and get all the technical matters examined through the consultant's report, we cannot seek these fresh clearances," said Yaul.

PMC not clearing garbage

Residents of a few housing societies in Dhankawdi claim that the Pune Municipal Corporation (PMC) has not collected garbage from their area for the last ten days

When contacted, head of the civic solid waste management department, Suresh Jagtap, said the PMC has started issuing notices to housing societies that have come up after the year 2000 to segregate dry and wet waste and to compost the latter.

"These societies earlier submitted NOCs saying that they will set up vermicomposting pits. In some cases, these pits only need to be activated. This is being done according to the solid waste management rules, so we expect citizens to co-operate with us," Jagtap said.

PCMC hands over 400 flats to slum dwellers

District guardian minister Ajit Pawar handed over possession of 400 flats to slum dwellers of the Nigdi ota scheme under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) scheme on Saturday, amidst protests by the Bharatiya Janata Party (BJP) that raised objections about the programme being held despite the H1N1 flu scare in the district.

Pimpri Chinchwad Municipal Corporation (PCMC) has begun the construction of 18,032 tenements under the JNNURM scheme at five slums within the PCMC limits. The construction of five buildings under this project at Nigdi has been completed. A total of 400 flats have been constructed here and were handed over to eligible slum dwellers.

Faulty pipeline, illegal connections, seepage lead to water cut - Nagrik Chetna Manch Study

Study highlights faults in PMC's water supply system - 20% water is wasted due to the pipeline's improper design:


City-based Nagrik Chetna Manch (NCM) has pulled up the Pune Municipal Corporation (PMC) for imposing a 30% water cut in the city. The NGO claimed it would create hardships for citizens.

The manch had carried out a study a few years ago about the problems in the water supply system in the city. It highlighted serious flaws in the civic body's water supply system that deprived Puneites from getting their share of water.

According to the NGO, the present demand for water has increased to 1,100 TMC everyday.

The PMC lifts water by paying Rs 7.60 for 10,000 litre. Hence, it pays Rs 3,25,800 everyday to the irrigation department.

"The state government had permitted the civic body to use 11.50 TMC water from the dam on the condition that it return 6.50 TMC water to the canal. But since the PMC has failed to do so, it has to pay a fine of Rs six crore from 2004 to 2009. If the PMC had returned the water, the dam level would have never depleted and Puneites would not have faced the water cut," the NGO claimed.

Pimpri-Chinchwad residents sore about faulty tax bills

PCMC had offered a free trip to Singapore for property tax payers:


The initial euphoria among the residents of Pimpri-Chinchwad to pay their property tax bills before time and fly to Singapore on a free trip has now given way to frustration.

The reason: the Pimpri-Chinchwad Municipal Corporation (PCMC) has goofed up in providing correct bills to a large number of people.

The PCMC, in May this year, had floated a scheme under which the residents who pay their property tax by August 30 could win a chance to fly to Singapore. The scheme is meant for 15 couples, who would be chosen by a draw that would take place after August 30. The civic body would provide the return air tickets for the three-day and two-night tour.

However, with just 13 days left for the deadline, the hapless residents are now doubtful whether they can pay the bills by August 30 and stand a chance to fly to their dream destination.

There are about 2.71 lakh property tax payers in the PCMC area. The civic body has so far collected a revenue of Rs13 crore against the target of Rs90 crore.

Water crisis in Pune - news links

Daily water supply reduced:

"Despite 30 per cent water cuts, some parts of the city will continue to get 100 per cent supply, while other parts in the fringe areas never get sufficient water," Bharatiya Janata Party corporator Ujwal Keskar.
Pune Municipal Corporation (PMC) has reduced the quantity of daily water supplied to the city with immediate effect instead of opting for supply of water on alternate days.

The PMC had imposed 40 per cent water cuts in the first week of July and then had announced a withdrawal of 20 per cent in water cuts by the end of July. Now, again, the PMC has increased water cuts by 10 per cent which takes up the total water cuts to 30 per cent.

The Khadakwasla, Panshet, Varasgaon and Temghar dams which supply water to Pune collectively have 19.61 TMC of water, as of now, which is 70.23 per cent of the total capacity.

"Time has come that the PMC makes some facts clear to the citizens. What quantity of water does the city gets? What system does the PMC has to measure water? The PMC gets 30 per cent less water from the closed pipeline system and, now, it has imposed 30 per cent water cut. How will the PMC measure 30 per cent water cut and on what basis?," Vivek Velankar, Sajag Nagrik Manch (SNM).
In a letter to municipal commissioner Mahesh Zagade, SNM said that the people will co-operate with the administration in the hour of crisis. Read More

PMC prepares to tackle water crisis:

"Though the PMC claims that it provides 205 litre of water per head, instead of the required 135 litre, the fact is that a majority of the fringe areas, especially villages merged within the civic limits, have to depend on tankers for their water needs," Vijay Kumbhar, civic activist.
Under the special measures, the PMC plans to dig five borewells in each of the 144 wards in the city.

Every ward will also get 20 water tanks, each with a capacity of 1,000 litre, for water storage and supply.

PMC plans to utilise the existing 399 wells and 4,820 bore wells in the city if the water shortage escalates.

The Groundwater Survey and Development Agency (GSDA) survey has said that 155 dug wells and 1,575 bore wells in the city have potable drinking water.

Meanwhile, the PMC is also reviewing the situation of tankers supplying water in city.

As far as long-term planning goes, sourcing water from the Bhama Askhed dam in Khed taluka is one of the options that the administration is looking at. The civic body has prepared a Rs 260-crore plan and has sought financial help from the state and the central governments for the project.

Also, a direct water-pipeline from Khadakwasla and Varasgaon dams to the city is being planned to meet the long-term drinking water requirements under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM) scheme. Read More

The Grace mission discovered that in the country's north-west - including Delhi - the water table is falling by about 4cm (1.6 inches) per year.

About a quarter of India is experiencing drought conditions, as the monsoon rains have been weaker and later than usual.

Why local developers of Pune enjoy enormous goodwill?


Deepika Mital tells us "why" in an article "Think Local" published in "Times Property". I completely agree with what Mr. Lalit Kumar Jain says about Pune Builders.

Yes, real estate is a local business, geographically and sentimentally, as Mr. Satish Magar claims and Pune builders are unique in their own ways.

In fact, when someone uses harsh words about the builder community in the comments, my instant response is, "The fellow must be new to Pune. Punekars don't talk about the builder like this!" What say you? Please, share your views in the comments. Comments Policy

"In general terms it would be fair to say that we in Pune are a very studious and passionate lot, dedicated to giving the best to our customer.

Transparency in customer dealings is another given - for instance the built up area is defined and known, so the buyer knows what he is getting and is therefore happier.

Mumbai's realtors claim this is the best time to invest in residential apartments as prices have touched the bottom of the curve

Swine flu: Follow these 7 steps

Step One:


If you have symptoms like fever, cough, sore throat, cold and running nose, consult your family doc. If he says so, visit the nearest designated government testing centre or hospital for a check up. Your risk is higher if you have developed the symptoms after returning from an infected country or have met a person who has tested positive for H1N1.

Step Two:


If it looks like you're one of the unlucky ones, wear a mask while moving out of the house. In case infected, you could spread H1N1 through coughing or sneezing. Private hospitals or labs are still not authorised to test patients for H1N1.

Step Three:


After clinical assessment, the designated medical officer would decide whether the symptoms would require sample collection and testing. The doctor will check you for symptoms of pneumonia, infection of the chest, fever and ask your travel history.

Step Four:


If it's found that you need testing, throat and nasal samples will be collected and you will be asked to go home and stay indoors for seven days. In case the patient looks serious, he will be admitted in the hospital right away, while his samples are tested.

Step Five:


Sample testing will take 24-48 hours. If found positive, the sample is then tested for H1 and swine A virus. Meanwhile, you will be called back and immediately started on treatment of Tamilfu - one tablet twice a day for 5 days. All your contacts will also be traced and checked for symptoms. (Infected people are liable to infect others from the day before symptoms develop and up to 7 or 8 days after becoming sick. In short, you're liable to pass on the flu to someone before you know you are sick. That's why H1N1 is so very infectious).

Step Six:


If you have a mild infection, you would be given the option of admission into the hospital or isolation and treatment at your own house. If you chose the latter, you and your attendant will have to wear a three layer mask at all times, and confine yourself to a room. Obviously, you can't go out or meet guests. Your family members will also be given a prophylaxis course of Tamilfu. Avoid meeting high risk groups in your family like small children, people with heart disease or pregnant women. In case you feel respiratory distress or your nails turn blue, immediately report back to the government hospital.

Step Seven:


After seven days, in hospital or at home, you will de declared fit and discharged if you show no more symptoms. ET

Why Pune is H1N1 Ground Zero

14 deaths in Pune:

Even as the swine flu storm rages through India, Pune is taking the worst battering.

Almost 65% (14 out of 22) of the H1N1 deaths in India have been in the city.

Nor is it looking any better now after the first rash of cases.

Clusters of H1N1 in Pune:

Union health ministry officials fear ‘‘ clusters of H1N1’’ are emerging in the city, which means that large groups of people from certain localities could start getting infected even if they don’t have any travel history.

Why Pune?

The larger question — raised by both officials and ordinary people — about this localized crisis is: why Pune? What went wrong there for the flu infection to virtually spin out of control?

The answer lies in a combination of reasons that includes administrative lapse as well as some climatic features peculiar to Pune.

Contact-tracing program:

According to scientists from the National Institute of Communicable Diseases, the state government failed in the early stages to put in place an effective ‘‘contact-tracing programme’ ’ — that is, tracing down each and every person who has come in contact with those who tested positive. Affordable housing for Rs. 8-10 lakh income category!

"Affordable rates are higher if sizes are smaller. If buyers can compromise on size, they can afford higher priced apartments," Samantak Das, national head, research, Knight Frank.
The study on affordable housing, done by property consultants Knight Frank, says the Rs 8-10 lakh income category in Chennai can afford houses up to Rs 45 lakh, while the same group can afford houses up to only Rs 38 lakh in Mumbai and Rs 37 lakh in Bangalore. The same category in Hyderabad, Kolkata and Pune could afford between Rs 40 lakh and 43 lakh.

In terms of apartment sizes, the Chennai households can afford up to 1,200 square feet, while those of Pune and Mumbai can only afford 800 sq ft and 950 sq ft, respectively.

In terms of affordable rates per sq ft, Pune can afford up to Rs 5,900 a sq ft and Bangalore only Rs 3,600 a sq ft, the study said.

Demand for affordable housing pegged at 2 million by 2011

"A house is considered affordable when it costs five times the buyers’ gross annual income. So, if a person’s gross annual income is Rs. 3 lakh, the maximum that he can afford to buy is a Rs. 15 lakh house," Pranay Vakil, chairman, Knight Frank India.

Knight Frank India's survey - Affordable Housing: Understanding the Drivers:

The affordable housing market in India that is increasingly being targeted by developers is worth at least Rs3 trillion and will see demand for 2.06 million homes by 2011, a survey conducted by property consultant Knight Frank India has found.

Although buyers with an annual income of between Rs3 lakh and Rs10 lakh will drive demand for affordable houses, around 80% of the demand is expected to come from those earning between Rs3 lakh and Rs6 lakh a year, a report based on the survey said.

The report, titled Affordable Housing: Understanding the Drivers, is based on a survey conducted across 1,400 households in seven cities including Mumbai, Chennai, Bangalore, Hyderabad, Kolkata, Pune and the national capital region (NCR).

1 bhk flat for 20 lakhs and 2 bhk flat for 27 lakhs in Wakad Pune

Casa Poli, near Pristine Garndure and Mont Vert Tropez, Wakad Pune:

Located on the popular Wakad - Dange Chowk, Thergaon Road, first left turn as you drive down Hinjewadi flyover, Casa Poli has 1 bhk and 2 bhk compact flats.

Though the xerox copy of floor plans, i received at Property Show '09 in PCMC, has only one wing, A wing, Casa Poli has three wings of seven floors and around 100 flats.

Besides the location and the budgets of 1 bhk and 2 bhk terrace flats, at a first glance, the floor plans of Casa Poli looked quite interesting. On every floor there are 6 flats - two 1 bhk flats and four 2 bhk flats. 1 bhk flat comes in 2 different shapes and sizes. Small 1 bhk has 416 sq.ft. carpet area and Big 465 sq.ft.. Whereas 2 bhk flats have four carpet areas and shapes, 640, 680, 694 and 714 sq.ft.

Because of the different shapes, sizes and attached terraces, each flat in Casa Poli has a different personality and appeal. Amused with this discovery, when i read the credits, i got my answer. Though the builder is less known, an architect of Casa Poli is quite famous in Pune real estate market. Voussoirs Architects & Designers!

Dhanajay, salesman of Casa Poli, (91 97677 54184 and 020 3292 0099) claims that the plans are sanctioned by PCMC, construction work has started, Website is under construction, banks will approve the project in a couple of weeks and you can register the agreement soon!

True these claims are not really impressive but considering the availability of small budget flats in Wakad Pune, i am sure, you will like to check this out and negotiate the asking property rate of Rs. 2,700 per sq.ft. for a saleable area!

Thanks for the enquiry.

The project is situated in Dhanori, near Vishrantwadi, Pune. This area is close to the airport (1.5 kms); 5 kms from Kalyani Nagar; 6 kms. from Koregaon Park , 7 kms from Railway Station. Just 2 minutes walk from veg. markets and sundries. Prominent schools & colleges like The Bishops School & Symbiosis are withinn driving reach.

The entire project is spread across an area of 4 acres.

The flat sizes will be approx. 300 & 450 Sq. Ft. (with one balcony) for 1 BHK + 600 & 750 Sq.Ft. for 2 BHK (with one balcony) (+/- 5%). We have also planned Attached Garden Flats on the Ground Floor.

The Amenities planned for are: Jogging Track, Party Lawns, Senior Citizen Parks, Landscaped Liesure Areas, Childrens Play Area Park , Swimming pool, Community.

The Specifications planned for are: Vitrified Tile flooring, Ceramic anti-skid tiles in terraces and bathrooms, Designer tiles & Sanitaryware in all Toilets, Black Granite Top Kitchen Platform with S.S.Sink, Aluminium sliding windows with safety grills, Concealed Copper wiring with circuit breakers. TV/Cable & Telephone point in Living Room, Branded Switches etc. etc.. etc.....

In the third week of September look out for BIG ads in all newspapers for the launch of our new project at Dhanori, Vishrantwadi, Pune. Rate at the time of Launch (around the 3rd week of september 2009) is Approx. Rs. 2251/= per sft. (+/- 5%). The initial payment shall be 15% of the cost of flat ++ amount and Balance paymnts as per progress of the project. Registration of Agreement is Mandatory within 30 days.

Meanwhile, we are coming with a small pre-launch in 2 or 3 week of aug for only a day. All enquiries received on mail (2646) and sms/email (7884), will be given a preference for the FIRST PRE-LAUNCH RATE of Approx. Rs. 1951/= for the 1st 84 apartments only. The initial payment shall be 25% of the cost of flat ++ in this case and another 25% at the time of launch (around the 3rd week of september 2009) Balance paymnts as per progress of the project. Registration of Agreement is Mandatory within 30 days.

Possession Insurance or Life Insurance?

Yes, you won't believe this but it's truth.

Few IT professionals working in Hinjewadi don't enjoy being taken for a ride by smartaXX builder in Pune!

Ride may be Xpress or Super fast, it doesn't matter much to them.

These IT professionals believe in going at their own pace.

They have formed their own housing group insignia_Pune.

However, at this point of time they are discussing less about their 56 flats and 12 Town houses projects on Sus Road.

At insignia_pune housing project the property rate for the flat is Rs. 2,250 per sq.ft. and for the Town House Rs. 2,350 per sq.ft.. The right property price in Pune real estate market!

At these rational real estate prices at insignia_Pune project, the budget of 2 bhk flat is Rs. 24.5 lakhs (approx.) and 3 BHK flat's 32.5 lakhs (approx.) inclusive of all costs!
